The switch reports hydraulic success
The PCM commands the oil-control solenoid and expects the pressure switch to reflect hydraulic state. A low circuit result can therefore be electrical or a truthful report of missing pressure.
Test the command, circuit state and oil supply together. One resistance reading with the engine off cannot prove the full system.
Bulletin 13-021 has a clear fallback
Honda acknowledges intermittent switch failure on the covered population and gives a switch/O-ring replacement procedure.
It also says that if the DTC returns, use the normal troubleshooting procedure. That prevents repeat switch replacement when the cause is oil flow, solenoid control or wiring.
Oil condition is diagnostic evidence

Accord diagnostics span older F-series four-cylinders and J-series V6 engines, K-series four-cylinders with rocker-arm oil-pressure monitoring, Earth Dreams direct-injection engines, 1.5L and 2.0L turbo powertrains, and multiple hybrid generations.
